The personnel discipline in goverment primary schools

In this thesis study; the current situation of the personnel in terms of discipline, who work in government primary schools, and the personnel?s point of view about discipline regulation are discussed by explaining the notions; crime, penalty and disciplinary offence that are accepted as the corner stones of discipline.The penalties that are inflicted to the personnel who work in the government primary schools in Istanbul, during the last four years, are put upon a quantitative analysis and the current situation regarding the general sum has been determined.In this study, the point of view and opinions of the personnel who are in charge in government primary schools, about discipline regulations, disciplinary offences and penalties are undertaken. The study consists of three major parts; Conceptual Knowledge, Methodology & Application and Arguments. It ends with Results and Suggestions.The universe of the research is composed of the teachers who are in charge in government primary schools in Istanbul, during the 2008-2009 Academic Year. And the sample consists of 374 teachers who work in different districts of Istanbul that are chosen randomly. The hypothesis, ?What are the point of views of the teachers who work in government primary schools of the city, Istanbul, about discipline regulations and discipline supervisors and that their level of understanding the disciplinary offences and penalties?? is tested by application of the quartet likert type of survey with 25 clauses which is developed by the researcher, to the teachers and administrators who are in the sample of the study. The acquired data has been entered into SPSS Version 11.5 and outputs have been gained; and by analyzing these outputs it has been tried to determine if the point of views and the level of understanding about disciplinary offences and penalties of the personnel who are in charge in government primary schools have altered regarding the dependent variables gender, age, marital status, level of education, seniority in the occupation and the current school, number of students of their school, the field of the teachers and their duty. Consequently comparisons have been made according to the reseach results.Key Words: Crime, penalty, discipline, discipline penalty, teacher, administrator
