Abstract (EN)

The concept of change and transformation have the keyrole throughout the history of mankind in the search of development and civilization. However these two concepts, due to the fact that the world's technological, economic and social changes have occured more quickly than the ones in the previous periods in recent years, have improved their importance and influence, and they have become the concepts which are the most focused and have located in the center of the organization theories. These effects in all sectors have emerged as a positive or negative. In the same way, the health sector has been influenced by this process in various aspects. On the one hand, people who get ministration from the health service have increased the levels of consciousness and expectation; on the other hand, private sectors' investments in this area have increased the competition and the supply of services in the industry. These changes has required mandatory changes in the structure of health services and those health services have replied this perception positively and have started the process of mutation. The World Health Organization (WHO), setting down a worldvide vision to the countries, reccomends that they need to design the health services which are essential to everyone with high quality, and these services have to be effective and affordable by the community, and each country, keeping these factors in view, improve their own and distinctive health care systems. Especially applied in 2002 and today with decree-law (number 663), about the Ministry of Health and Affiliates' organization and duties; the greatest metamorphosis has been achieved with the Health Transformation Program (HTP) which has altered the whole structure in the organization in the history of Republic. When increasing patient satisfaction and existing government's applications , on top about the health services, have been considered, HTP has been observed avery successful practice. In our study, the process and the alteration have been examined in Turkey Health Organization, started the work of institutionalization in 1920 and formed with the decree-law, the new organization structure and the new formation are tried to evaluate how much they are known by the health workers.
