The transformation of war: An analysis of conflicts occurring in contemporary global competitive fields from the perspective of hybrid war the case of Russia

Wars are a normal phenomenon in human history. Considering that approximately 10 thousand wars have occurred since the existence of humanity, and the peace agreements signed after these wars last for an average of nine years, it is not possible to imagine a history without war. With the development of technology, the tactics of war became deeper and more complex, and the number of victims increased tremendously. The dizzying developments in technology in the 20th century have changed the methods and concepts of warfare. The knightly characteristics of classical frontline wars, their heroic and honorable qualities have been pushed into the background, and a period of hormonal wars has entered the era, which is uncertain when and where it will come from, has a chameleon character, its borders are uncertain, its sides are not only states. Today, the perception that war is only a period in which war is fought and peace is not fought has begun to change. Wars are no longer declared openly, but are waged insidiously and over a long period of time. The main weapons of this type of war, which usually manifests itself in the form of insurrection and popular movements, are violence, terror and partisans, and it will increase in size in the future. Today's world is faced with new forms and processes of conflict that cannot be called "war". These processes include methods in which military and non-military means are combined in a dynamic, efficient and integrated manner to achieve political goals. In the midst of these discussions, the concept of "Hybrid War" was used for the first time by Nemeth, inspired by the tactics of the Chechen rebels in 1994, and became a western-based phenomenon term that entered the literature untimely and rapidly, being identified with the tactics used by Russia in the Lebanese resistance of Hezbollah and the Ukraine war has arrived. However, although it is a new term, the nature and logic of war remained the same, and the conceptual framework presented by Clausewitz and SunTzu is still highly valid. The problem of how to deal with authoritarian states that use the democratic norms and institutions of the West against the West and try to take advantage of and undermine open societies is one of the biggest problems that western democracies face. However, another critical problem faced is the lack of consensus in the West about what and with whom they are fighting.
