Abstract (EN)

The association that existed between the profits of the institution and its fixed assets to some extent deepening on the distinction between capital expenditures and resource expenditure. There is no doubts that the lack of discrimination between resource expenditures and capital expenditures lead to present well the result of the institutions and their financial position. For example, if there is a bank that must be considered resource and the institution considered it as a capitalist, this will lead to inflate the profits and present the value of the assets in the list of the financial position with greater value of its real value and vice versa in the case that the capitalist bank is considered a resource bank. Thus, the profits and fixed assets will be less than they should and the consequent of mixing the results of different years of work which is not desirable. The purpose of this research is to find out if there is any clear policy development to distinguish between capital and revenue expenditures and to discuss the use of concepts what can be done in Libya.
