Resilience Based Design, which has become increasingly important in recent years, is the main focus of this thesis. In this thesis, the concept of Resilience Based Design is explained together with its definition and formulations. The concept of resilience can basically be summarized as the ability of structures or communities to return to their original state after a disaster. Within the scope of the thesis, earthquake was chosen as the disaster parameter. The stiffness of the structures is very important in the behavior of structures under earthquake loads. The contribution of the modeled semi-rigid infill wall frame model to the rigidity of the system and subsequently its contribution to the resilience index is shown. This proposed wall model has been compared in terms of performance as a result of pushover analyzes performed separately for the standard bare frame and classical shear wall system. In addition, a comparison was made in terms of economy and labor parameters by making a unit cost comparison. Analyzes were carried out on a selected school building to create an example for the calculation of the Resilience Index. The material models and mathematical models used in the modeling in which the numerical analyzes of the school building were carried out were examined separately. The fragility curves required to calculate the resilience index and the incremental dynamic analysis (IDA) required to obtain these curves are examined under separate headings. Incremental Dynamic Analysis, which is necessary for the calculation of the fragility curves whose methodology is explained, was used as the analysis method. The analysis method has been explained in detail and the Scale Factor range was determined as 0.1g to 2g in the analyzes in which 20 different ground motion records were applied separately in both X and Y directions. In order to observe the effect of the stiffness parameter, the school building was remodeled without any structural strengthening, only in accordance with the TBDY-2018 regulation, to meet the minimum concrete and reinforcement strength conditions, and the same analyzes were repeated on the new model. ABYYHY-1998, DBYBHY-2007, TBDY-2018 and HAZUS 5.1-2022 (Earthquake Model Technical Manual) codes were used while selecting the threshold values for the fragility curves. For 4 regulations, fragility curves in the X and Y directions were created and compared. In addition, the inter-story drift limit values were calculated and compared separately in the X and Y directions for 20 different earthquake records. By using the values obtained as a result of these analyzes, the analysis was carried out within the framework of the resilience-based design and the resilience indexes (Resilience Index, RI) were obtained. The existing structure and the remodeled structure were separately calculated and compared in both X and Y directions. The result of the numerical analyzes showed a behavior compatible with the actual collapse mechanism of the existing structure. While the Y direction resilience index is higher for both structures than the X direction, it was observed that the updated structure's resilience index increased in both directions.
