Complaints on economic issues in Amasya district according to Sivas Ahkâm Defters (1742-1908)

Ahkâm-ı Şikâyet Defters are one of the notebooks kept in Divan-ı Hümâyûn and are an indicator of the importance given to justice in administration Ottoman State. For the Ottoman State, it is apriority to rule the people with justice and to praside justice between the people and the administration. İt is the sultan who delivers justice. The sultan carried out his duty to provide justice through judicial and administ rative officials. The people living in the center and in the countryside had the right to complain to the sultan or the authorities when they were persecuted and wronged for various reasons. For this reason, the issues that the people could not solve in the city where they live, came to the highest court Divan-ı Hümâyûn , and were resolved here, thanks to the founded complaint system. İn the study, the economic situation of Amasya District berween 1742-1908 has been tried to be explained in the light of these documents by transcribing the provisions containing economic issues such as tax and receivables belonging to the Amasya District in the Sivas Ahkâm Defters.
