Abstract (EN)

Poverty is one of the most important problems faced by humanity. The sources of this situation are the unbalanced distribution of resources and inequality. Poverty has three components which are absolute, humanitarian and relative poverty. Absolute poverty is the inability of people to meet even very basic needs such as food at starvation level. Relative poverty is the inability of people to meet their needs such as clothing, housing and food exactly. As for human poverty is the needs that people cannot meet such as cultural, health and education. In addition to the active role of the government also Non-Governmental Organizations (NGOs) are an important factor to struggle against poverty, which requires the effective struggle of more than one actor, NGOs, which have been active in the struggle against poverty since the beginning of the 19th century, have started to increase their effectiveness in this field and have become more institutional and accessible to large masses. Acting together with government supports, civil society and local government make this struggle more effective. One of the first fields of activity that NGOs have done in their historical past is aid activities for the poor, the elderly and inmates. The elements of civil society have been referred and drawn attention in Turkey especially with the eartquake when it ocurred in 1999. After this process, NGOs, which have become more and more institutionalized, continue their activities in various fields today. It has seen the govenrment started to increase the budgets allocated for social aids to fill the deficiency in the field of social aids in this period when the NGOs have become more visible with their activities. When looking at the types of aid that, NGOs provide in the field of mutual assistance, there has seen diversity. Some of these aids are in-kind assistance and the others are financial aids. Individuals in need and request for social assistance are generally orphans, families with problem, poor families, those who cannot find or seek a job, debtors, substance addicts, and the disabled who are unable to work. The aids which is requested and performed are mostly in financial aids. In this study, poverty, types of poverty, social assistance concepts were explained and the social aid practices of Non-Governmental Organizations were discussed. The aim of the study is to evaluate the NGO perception as an important actor in the implementation of social assistance by revealing the change in the role and responsibility of NGOs in the field of social assistance recently. The main problem in the field of social assistance, entitlement ownership and delivering the benefits to the beneficiaries constitute the problematic of the study.
