Abstract (EN)
Since the beginning of the 20th century,the subject of sharing and using therivers that are passing through the borders of several countries has been a problembetween those countries and various opinions and doctrines about the solution of thissubject have been suggested.One of the stages that international Waterway Laws mustprovide solutions is the provision of rights for the use of rivers for industrial,power andagricultural purposes.The description of these rights will definetely avoid or minimize thedamage for the neighbor countries on the same coastal line.However,the descriptions ofthese rights have not been clarifed yet,even though these rights are mostly obtained bythe dominant country of all neighbor countries.The conflict between Turkey,Syria and Iraq about rivers Fırat ,Dicle and Asi havenot been solved because of each countries? development investments in their lands andbecause of Turkey?s negative attitude for guaranteing both Syria?s and Iraq?s overloaded water demands.Syria and Iraq want to share the water mathematically.They clarify that Turkeyhas userpad the acquired rights,has wanted to use the water as a weapon and becauseof all this matters they carry the subject to a political dimension and regard the problemas an `?Arabic Problem??.Turkey considers the problem as a technical problem and wants therational,reasonable and fair sharing of the water.Turkey clarifies that the water problem can besolved between these three countries and produces several solution proposals like the ThreePhased Sollution Plan and Peace Water Project.The conflict of water might turn into a crisis and a chaos with the other problemsin the Middle East where always instability is prouced.Therefore the potential risk of thisproblem can never be ignored.Turkey must solve the water conflict - infact a strategic and a security problem -by following right politics towards its own benefits.
