Assessment of international texts on climate change with a questioning perspective and the situation of Turkey

Global climate change can be defined as "irregularities in the climate system due to the increase in the temperature of our earth due to the accumulation of gases released into the atmosphere as a result of human activities and creating a greenhouse effect." This important problem, which threatens all living life and tends to grow constantly, has been discussed on a global scale, among all life sectors, and in organized meetings for many years. The necessity of these meetings and the need for the issue of climate change to be addressed by wider circles necessitate that these studies be organized and directed institutionally. As a result of this obligation, international agreements, protocols and texts such as the United Nations Framework Convention on Climate Change, the Kyoto Protocol and the Intergovernmental Panel on Climate Change have emerged. Although there are many studies in the current literature that focus on IPCC reports, unfortunately there are no studies that deal with the subject from a predominantly questioning perspective - as done in this study. No studies have been found in the literature regarding IPCC activities during the pandemic. On the other hand, although there are many published studies on KP, it seems that each of these studies is critical of one or a few articles of the protocol. It has been observed that there are no published studies at the international level regarding our country's position towards the mentioned international texts, its obligations arising from these texts and its contribution to these texts, and such studies at the national level are insufficient. As a result of the detailed literature research carried out within the scope of this thesis, it has been concluded that there is still a serious need for critical studies that focus on all of these very important and interrelated texts. This study was conducted to meet this need to some extent. This need also determines the purpose of this thesis. To put it more clearly; The aim of the thesis is to examine the IPCC reports and the Kyoto Protocol, which are important international texts, from a critical perspective and to reveal our country's position in the context of these texts. In this context, the study discusses how successful the IPCC and the Kyoto Protocol are in their missions of international guidance and emission reduction on climate change, under two main headings. In addition, what kind of difficulties the IPCC encountered during the pandemic and how it overcame these difficulties are also examined under a separate main heading. In addition, the sensitivity of defining the concept of greenhouse gas in Turkey is discussed under a separate main heading. Under another main heading, our country's stance towards these international texts, its obligations arising from these texts and its contribution to these texts are mentioned. While doing this, previous studies were first summarized and discussed. However, this was not enough. The mentioned texts were directly evaluated with an original perspective and discussed with a critical perspective. Therefore, the studies on the subject to date have been brought together and discussed, and some original findings have been made. Depending on these, some suggestions have been made. Accordingly, the thesis consists of a total of 7 (seven) parts. Since it contains a very extensive literature research, the literature study is presented under a second heading after the "introduction" section. Then, IPCC Reports and IPCC studies during the Pandemic are given under two headings. The Kyoto Protocol is included in the Fourth Chapter. In the fifth chapter, Turkey's perspective is evaluated, and in the sixth chapter, our country's situation in the face of the mentioned international texts is detailed. Afterwards, the results/inferences obtained from the entire study and the recommendations made are presented in the last section. The thesis has been concluded with the reference list.
