Abstract (EN)
It is argued that technological innovations alone are insufficient to eliminate social problems, and that social innovations should be supported to solve these problems. In order to solve social problems, social innovations that aim to solve these problems are needed. When the social innovation projects implemented in the EU are examined; It can be concluded that social innovation is effective in eliminating social problems and inequalities in EU countries. If a country is successful in social innovation, it is believed that social problems in that country will be less or will be solved faster. The number of studies measuring social innovations in the literature is quite limited. In addition, the indicators of social innovations are not clear. Therefore, in this study, it is aimed to measure the effectiveness of social innovation with data envelopment analysis for 27 European Union countries and Switzerland, Iceland, Norway, United Kingdom, using 2016 and 2017 Eurostat data by determining various indicators. On the basis of 4 models created for this purpose, efficient and ineffective countries were determined in 2016 and 2017. The Global Innovation Index (GII) and the created Social Innovation Index (SII) were compared. In addition, a ranking is made among these countries according to the results of the Social Innovation Index (SII) created within the scope of this study.
