Pre-Taliban Afghanistan Police Organization

This study aims to analyze the structural and functional transformation of the Afghanistan Police Organization before and after the September 11 attacks and in the period 1996-2020. This study in question is important in terms of the fact that it has been conducted both before and after the September 11 Attacks, taking into account a certain period of time (1996-2020). Within the scope of the study, domestic and foreign literature on the research topic was analyzed and descriptive content analysis method was utilized. As a result of the research, it was found that during the period when the Taliban controlled Afghanistan from 1996 to 2001, the Afghan Police Organization played a critical role in implementing the Taliban's extreme version of Islamic law and maintaining social order according to their ideology. The police force was also found to be oppressive, ruthless and unprofessional, focused on enforcing the Taliban's strict moral code and maintaining the Taliban's power. In post-9/11 Afghanistan, the period between 2002 and 2020 witnessed the reconstruction, reform and modernization of the Afghan Police Force and efforts to transition from a military-style force to a civilian police force. Despite the challenges, notable achievements and progress have been made in enhancing the capabilities and professionalism of the police force with the support of the international community. The police have played an important role in maintaining security and public order in Afghanistan during this period, particularly in operations against insurgent groups such as the Taliban.
