Sports is a set of activities that provide entertainment, competition and body development through mental and physical efforts performed individually or collectively within a certain discipline and rules. In addition to being an activity carried out to protect the physical and mental health of individuals or groups, sports also contributes significantly to the sustainability of social life. It is a known fact that since the early ages when people began to live socially, they have indirectly engaged in sports by doing activities such as hunting and gathering to survive. However, with the transition to settled life, people's understanding of aesthetic perspective and concern for social power have led to sports being considered as a separate pursuit within the life routine. In addition, sports have had an important place in order for states or societies to gain power against each other, in other words, to gain power in the military field. Sports, in its current meaning, gained a place in our lives with the Industrial Revolution. The countries of the world, which rapidly industrialized after the Industrial Revolution, caused people to spend more time on sports for physical development and entertainment purposes, along with mechanization. This led to the emergence of modern sports. The activities we call modern sports first developed in England and America and spread all over the world in a short time. The first time sports started to be practiced in Turkish societies in a modern sense was during the Tanzimat Period in the Ottoman Empire. Physical education, which was previously taught in military schools, was later included in the curriculum in civilian schools, and the first sports institution established on a federational basis was the Alliance of Turkish Training Societies (TİCİ). The modern and professional sports structuring that started with TİCI, which was established in 1922, continued under the umbrella of TİCI after the establishment of the Republic of Turkey. After the declaration of the Republic, the Republic Administrators, who were aware of the individual and social importance of sports, gave importance to sports activities. TİCİ, saw sports as an important tool to sharpen the recognition and legitimacy of a state that has just emerged from war in the international arena, to strengthen physical and spiritual development, to create a strong and self-sufficient society, to create a conscious military spirit in defense of the homeland, and to recognize and promote the country. Sports activities, which were continued within TİCİ until 1936, were transferred to the Turkish Sports Institution. Turkish Sports Institution continued its duty under the Republican People's Party between 1936 and 1938. The fact that sports affairs were under the control of the Party was initially welcomed positively, but as some negativities experienced over time were thought to have worn the Party down, a new formation affiliated to the Prime Ministry was established. In order to streamline sports activities and renew the sports organization, the Physical Training Law No. 3530 was put into effect and the General Directorate of Physical Training was established under the Prime Ministry in 1938, and sports activities were carried out within this institution. Community Centers, which were established in 1932 to integrate all citizens from the east to the west of the country in order to ensure social integration and to contribute to their development in certain areas outside of school education, have made significant contributions to sports activities through their sports branches.
