Abstract (EN)
In recent years, increasing information density, the excess and complexity of the choices make the decisions difficult for individuals. In such cases, analytical approaches play an important role in enabling decision makers to make more accurate decisions. Multi-Criteria Decision Making (MCM)methods which areamong the one of these methods, provide guidance and convenience to decision makers, especially in solving complex problems. In this study, it is aimed to examine the performance of 15 polyclinics, which are operating in Bartın State Hospital between 2012 and 2017, in terms of some technical service indicators. In the direction of the obtained data, 15 polyclinics determined for Bartın State Hospital are ranked among themselves. In the first part of this study; decision and decision making process are defined. In the second part, ÇKKV methods are mentioned and in the third part general information about the technical service indicators in the health sector used in the research is given. Than, the services provided by the outpatient clinics were analyzed through two different scenarios within the framework of the relevant literature and criterias based on the Ministry of Health briefings. According to entropy-based criterion weights, for Scenario 1, the outcomes obtained by the TOPSIS method were observed to be the same only in the outpatient clinics, which are placed first rank, for the 2012 and 2014 years. In the VIKOR method, policlinics fulfilling acceptable admissibility and stability conditions outside of 2012 are seen to be chest diseases policlinics in all years. In Scenario 2, until the year 2016 the "Polyclinic of Obstetrics and Gynecology" and the following years the Polyclinic of Ophthalmology years were ranked first by TOPSIS method. According to the VIKOR method, the Polyclinic of General Surgery was the first place until 2014 and the Polyclinic of Ophthalmology was the first place since 2015. In conclusion, according to the entropy weight order, the criterion that the technical service performance of the outpatient clinics most differed is the number of patients in the outpatient clinic for scenario 1 and the occupancy rate in scenario 2. In addition, the results obtained by the 2016 and 2017 VIKOR method provided both acceptable and favorable conditions for both scenarios. Accordingly these results, it can be said that the VIKOR method gives more detailed and healthy results than the TOPSIS method for these years.
