Türkiye'de yoksulluk ve refah dinamiklerinin çok yönlü boyutları

The aim of this thesis is to reveal the multi-faceted dimensions and dynamics of the relative poverty, income distribution and the welfare in Türkiye with a special focus on working poverty. Working poverty has become one of the significant economic issues in the context of social and fiscal policies both in the world and in Türkiye. Increasing employment rates, which is considered as one of the primary alleviation strategies to overcome absolute poverty, inter alia, does not suffice as a policy to address relative poverty. The relative poverty does not only mean the lack of material resources, but also means not being able to benefit enough from the opportunities available to everyone in society and being socially excluded. For this reason, fiscal policies need to redistribute income through taxes and public expenditures, education policies, labor market regulations should be reconsidered and improved. Structural problems such as informality should be overcome, and social policies should directly target the vulnerable groups under the risk of poverty. In this respect, this new poverty needs to be better understood in order to develop the right policies. This study uses TurkStat's SILC micro panel dataset to reveal the main dimensions and dynamics of this new poverty in Türkiye between 2019 and 2022 in the context of labor market transitivity, income group transitivity and poverty transitivity. By focusing on the inflows and outflows of working poverty and poverty outside the labor market, it is revealed that there is in fact a loop.
