Abstract (EN)

Change phenomenon, is an indispensable process for organizations in order to survive. But, it is hard to say that most organizations get through this process successfully. Contrary, it is put forth by researchers that almost more than half of the organizations fail through this process. Change management literature is full of matters to be considered, in order for the organizations to experience change process successfully. Thus, it guides change managers through effective, fast and successful organizational changes.However, those focusing on the public organizations among these studies are hardly copious. In the literature, it is hard to find a study which is performed on the change management approaches in the context of homeland security. In this study, it is aimed both to fill a gap in the literature and to throw a light on the ways to be pursued and the methods to be applied through the organizational changes which is undertaken by these organizations, by focusing on the change management approaches in the context of homeland security organizations which stand in the public organizations.For this purpose, it is shed light on the organizational change attempt, as establishing the ?Undersecretariat of Public Order and Security? which is realized in the year 2010 in the field of homeland security of Turkey, in terms of change management. In this way, it is looked for the answer to the question of ?Which kind of change management for the successful organizational changes in the homeland security of Turkey??.Keywords: Change, Change Management, Homeland Security, Homeland Security Management, Reorganization
