Management of public education servisec and area study on effectivenness of public education centers

Education is one of the most important sine qua non factors in life.Public education is more indispensable because the important part of theworld?s population is adults.Public education plays a vital role in order to supply people?sindividual, social, cultural and economical needs. Public education thatobtains new knowledge and skills to a person, that changes a person?sattitude and point of view, that helps a person be successful in life and adapthim/her in new situations and new atmosphere, that provides personaldevelopment, that gives professional development and opens the door ofnew jobs, that gives opportunity to spend free time in a better way, thatimproves man power which helps national development is a sequentialeducation. Public education gives a chance to a person who hasn?t taken partin formal education or who has left informal education or who wants tocontinue his/her education after formal education. Public education is aneducation that is flexible, based on willingness, answers the needs of aperson in a short time and adds adults? points of view to the learningenvironment.This thesis is a study that is based on literature in public educationarea and contains scientific research (questionnaire). It consists of two mainparts: ?Management of Public Education Services? and ?Field Study onEffectiveness of Public Education Centers?. Again the first part of the thesis iscomposed of two parts. In the first part the description of public education,reasons why public education is needed, adults? education, public educationprograms, forensic fundamentals of public education are expressed. In thesecond part, the Historical Development of Public Education, PublicEducation Organization in Turkey, Public Education and Formal Educationand interaction between them are told. So, in the first part a research basedon literature of public education was done.The second main part is composed of only one part. That is ?AreaStudy on Effectiveness of Public Education Centers?. In this empiric part,thoughts of teachers, managers and trainees from four public educationcenters selected in Ankara took place.Four of twenty-five public education centers in Ankara were selectedas samples. In the search, total 349 questionnaires came back andevaluated. In the search that was done in Çankaya, Keçiören, Yenimahalleand Gölbaşı Public Education Centers, descriptive survey method was used.In result and suggestions part, the results related with effectiveness ofpublic education centers and given suggestions were narrated.In addition to this, in the empiric part of this thesis it is said that:If teachers are educated about public education, it helps adults?education in a positive way.If programs are prepared according to time and context focused onpublic?s individual needs, they will be more effective.If programs are prepared according to the needs of market, they willbe more suitable.If programs are flexible, they are well done.If trainees give feedback about programs, it will help to improve themin a better way.If cooperation with NGO is done, the programs will be more useful.
