Özet (EN)

The public institutions founded by the state with the aim of realising various social targets have different structuting and operation than that of private enterprises organised in accordance with the principles required by the market conditions.That the public organisations are structured peculiarly determines the principles essential to public personel administration.The differentiation of these principles according to the market employment turn out to be unearned income in the employment field of the public.In Turkey the intervention of the state to the economy has been accepted as principle.That judiciary frame gives a wide operation field to the public organisations brings about different ways of employment in the personel regime.However the proportion of the public employment in whole employment is not high in comparison with the other countries.The amendments causing public unearned income aimed at state personel become visible in such issues in particular like salaries and labor assurence.The other amendments have also sides involved in unearned income,though partly.Also,that the effectivity has not been assured properly in the public personel regime prepares ground for the seperatist amendments,which can be regarded unearned income in the own inner structure of public employment.The public unearned income seen in Turkey in the field of employment bring about some negative effects in terms of social and economical views.
