Abstract (EN)
This study contains historical examination of public personnel reform efforts and the evaluation of post-1980 personnel reform efforts through public policy analysis. This study also consists theoretical framework related personnel reform and public personnel, the timetable of personnel reform of Turkey and the examination of government?s programs, development plans, expert reports as instruments of public administration activities. Post-1980 period policies are analyzed; afterwards this study is limited by the political outcomes that shaped the personnel system from beginning of this period till today.The aim of this study is to examine public personnel reform efforts in terms of policies, in Turkey. As a result of this examination, it is found that the concern of personnel system reform is constant; on the other hand, the predictions about the possible consequences are short. It is seen that, the reform efforts and initiatives are formed as micro-level efforts rather than as a comprehensive public policy. This study draws attention to fact that the reforms of public personnel, the most important element of public administration, need to be parts of policies which also would be effective at all levels of regulation, organization, implementation.Key Words:1.Public Policy2.Administrative Reform3.Personnel Reform4.Personnel Reform Policy5.Personnel Reform Policy Analysis
