At this study, how importance of civil society in development and efficiency of lobbying is determined. Lobbying's that is born in the later 19. century, usage areas to until today, methods, how efficient it is ,situation at European Union and Turkey is handled. European Union's at first formation process lobbying and present day's situation, lobbying at Turkey and lobby activities of Turkey at European Activities are examined. Over Turkey's lobbying activities at European Union; literature search, literature assessment, domestic and foreign politics analysis methods are used. According to these examination; lobbying activities have been a factor that develop rapidly from the day born to present day and become indispensable of democracy life. As a result lobbying, especially at European Union that civil society experienced most important development, have been a democracy tool referenced continuously beginning from first terms, become Turkey's democracy tool referenced continuously for foreign politics compared to domestic politics.
