Abstract (EN)
Today, services run by local governments have encompassed various areas of our daily lives. People, who live in towns or even those who live in big cities, first get in touch with local authorities. Local governments are also crucial institutions where we can see effective democracy practices and considerable local policy improvements. Some concepts and improvements such as globalism, localization, good governance, accountability and service quality that have become prominent in recent years made us see how important the presence of local governments is. With all these improvements happening in the world, Turkey?s adaptation process to the European Union (or EU), societal demands, internal inadequacy in public administration and modernization efforts have caused restoration/ restructuring process all over again in general public administration as well as in local administrations. Reforms designed by the government and carried out to the real life in respect of restoration of public administration system additionally make the political establishment a pioneer source in today?s Turkey.126Many laws that were in force during the early years of Turkey and are closely relevant to local administrations have become very insufficient in fulfilling societal needs, especially in recent years. As a result, we have started seeing many changes in local administrations to satisfy the needs of today?s Turkey. Within this context, basic laws such as Metropolitan Municipal Law numbered 5216 (or No.5216) in 2004, Municipal Law numbered 5393 in 2005, Province Special Administration Law numbered 5302 and District Administration Union Law numbered 5355 that are directly related to local administration have been renewed and carried out effectively. In our country, it is possible to see that most political parties substantially emphasis on their political programs. On the other hand, it is impossible to talk about the other parties with no political agenda. (Election) memorandum prepared by political parties before every election term includes the works that will be put in action as well if they take over the office. However, it is unfortunate to see that political parties that take over the office or even when they are in parliament as opposing parties do not stick to their existing political agenda or their election memorandum. In fact, it is no surprise to see that they implement a lot of actions, which completely contradicts with their political agenda. In this regard, forming the basis of our thesis is directly related to local governments and electoral programs (or election memorandum) of political parties promised to implement the planned activities to the public declarations are crucial. The first part of this study emphasis on the concept of political parties and their local administration policies. Political parties in Turkey, which aim at examining the reflection of the administration of these policies in local governments, features of political parties and the types of local management are included in various definitions. The second part examines the local management approaches in the Republican period, the transformation of the relevant local authorities in Turkey 127are discussed, along with the regulations brought by the planned politics is concerned with the impact on local policies. In the last part of the study, we talk about the Justice and Development Party (AKP), Republican People's Party (CHP), the Nationalist Movement Party (MHP) and the Peace and Democracy Party (BDP) that have a group in parliament after general elections in 2011. Their advocated approaches to local government policies and the actual reflection of those programs in local administrations including their opinions and declarations were the main targets of this research.
