Humanitarian aid has an important place in foreign policy. The purpose of this research was to understand the character of Turkey's foreign aid to Palestine and Somalia. Foreign aid began as a form of Cold War diplomacy between East and West at end of World War II. While foreign aid was provided for the national interest of the donors during the Cold War, later, at the end of the Cold War, it became an expected norm in relations between states – that is, developed states should provide assistance to the least developed states to help to improve the human conditions of poor people living there. Although its purpose has differed from country to country, aid began as a temporary means of exercising Cold War diplomacy during the 1950s and 1960s. Later, during the 1970s and 1980s, it evolved into a mostly development-oriented instrument, particularly with the end of the Cold War era. Aid subsequently acquired new purposes such as promoting political and economic transitions, dealing with global problems, supporting democracy, and post-conflict management. The question of why states provide humanitarian assistance to others has been debated by many scholars in the academic literature. The point at issue has been whether states have duties beyond their borders in which they are supposed to provide aid to help those who are suffering abroad. Many academicians have attempted to explain this question by interpreting it through the lenses of different international relations theories and approaches, which include such standard foreign policy theories as realism, liberalism, and constructivism, as well as other theories focusing on ethics. In line with these discussions, this study aimed to evaluate Turkey's humanitarian aid in Somalia and Palestine.
