The effect of university campuses on urban development: The case of Şirnak

In historical perspective, planning decisions that diversified with the planned development of cities have experienced an evolutionary transformation process. In this process, public investments foreseeing the development of cities have assumed a central role, especially with new land use decisions. In addition to physical spatial dimensions, the development system of cities has been handled with sustainable planning programs at the social, economic and comprehensive level, and has enabled the creation of spaces where urban residents actively participate and social interaction is ensured with social reinforcement areas as well as infrastructure investments that ensure controlled development. In this context, various planning policies have been pursued to eliminate regional inequalities in our country and some settlements have been transformed from border settlements with the status of small cities or districts to provincial status by the state. Thus, the Republic of Turkey has included these cities among the priority provinces for investment and has pursued a policy of rapid and controlled urbanization in these settlements through investments in various sectors such as education, health, industry, socio-cultural, public housing and transportation. Universities are public service sector facilities that can be managed through multi-actor partnerships with central-local-private-public institutions and organizations and contribute to the holistic development of urban development. Within the framework of the thesis, the conceptual themes of university public equipment will be discussed within the framework of the relationship between sustainable social and economic development, and the studies of universities established in cities with the characteristics of border city settlements will be examined. In the literature review, no publications on these conceptual relationships were found. In this study, which is unique as a research topic in this respect, it is aimed to evaluate the urban development and socio-economic effects of the border settlement of Şırnak, which is located in the Tigris East Sub-basin of the Southeastern Eastern Anatolia Region of the Southeastern Eastern Anatolia Region, which borders the Iraqi country; the process of transition from district status to province status affiliated to Siirt and the establishment of Şırnak University. Within the scope of the thesis, the concept of border city, border city-university approaches in different countries are examined, and it is emphasized that universities are an important planning decision in border cities due to the fact that universities are an important regional reinforcement potential and that the university-oriented development of these cities supports rapid and controlled urbanization processes.
