European Union and Turkish practices in local governments in terms of citizen participation

This thesis examines the practices of the European Union (EU) and Turkey in terms of citizen participation in local governments from a comparative perspective. Local governments, as key elements of democratic governance, are strengthened through direct citizen participation, which increases the transparency and accountability of governance processes. The mechanisms, policies and practices supporting citizen participation in local governments in the EU and Turkey are analyzed in detail, how these processes work in both regions and the effects of citizen participation on local government performance are evaluated. The comparative analysis reveals similarities and differences in citizen participation in local governments in the EU and Turkey. In both regions, citizen participation plays a critical role in enabling local governments to deliver better services, to better align policies with local needs and to strengthen local democracy. However, in both systems there are serious debates about the barriers to active citizen participation in decision-making and how these barriers can be overcome. In both regions, the challenges are often characterized by low citizen interest and participation in political processes, lack of information and inadequate participatory mechanisms. Local governments in the EU and Turkey are implementing innovative strategies to overcome these challenges, such as citizen education programs, information campaigns and participatory budgeting. Participatory budgeting is considered an important step towards transparency and accountability of local governments, especially by allowing local people to directly decide on projects in their neighborhoods. In conclusion, this thesis comparatively examines the practices of citizen participation in local governments in the European Union and Turkey and offers important recommendations for increasing democratic participation and the effectiveness of local governments in both regions. In particular, the development of policies and mechanisms to ensure wider citizen participation in the decision-making processes of local governments will contribute to the further strengthening of local democracy. In this context, local governments need to adopt more effective, transparent and innovative methods to involve citizens in political processes. Successful implementation of these processes will contribute to strengthening not only local governments but also overall democratic governance.
