Mutual perceptions of the role of managers and employees: A case study i̇n the public sector i̇n Trabzon province

A good manager uses concept, theory, method and techniques together with innate skills and abilities in order to bring its organization, unit to success. In other words, while the manager fulfils his tasks, he must make a management by combining science and art. A manager who wants to achieve a certain goal, may be successful in a well- assimilated, understood organization culture and may reach the goal he wants to realize. In this study, also considering all employees assuming the role of the manager in the organization, so to say to assume the management position in every level, it will be shown whether or not for both the manager and the employees as well as the organization and the manager perceptions, management functions, management skills and relation between the roles, education, gender, level factors cause a difference in the perception of management roles; and also puts into fore the significance of roles, skills and functions. Data was collected by using metaphor and scoring methods and with face- to face meetings. To realize analysis and for scientific evaluation of the results, the SPSS 14.0 package program was used. The results were evaluated by using together the scoring data and metaphor data. While as a result of the evaluation, both corporate perception and management perception of the managers resulted positive, the employee's corporate and management perception resulted negatively. By demonstrating the relationship between roles, skills and functions; it could be seen a positive directed strong relationship between functions and skills, and the positive directed relationship between roles and skills, roles and functions was moderate. As a result of analysis it was also seen that the factors education, gender and level do not cause any difference in the perception of manager roles.
