Preparing a strategic plan according to the standards of MEB and American vision creating techniques- a sample study

Passing over the boundaries of nations and effecting all the institutions situated at every corner of the world, Globalization has taken the educational institutions which are non-profit organisations, under effect. In the world where rivalry has become a life style, the salvation of educational institutions depends on their anticipating the future and taking necessary precautions. Therefore the educational institutions have to know themselves well; create their values, vision and mission; state their aims and goals and prepare evaluating plans.The aim of this research is to state the situation of strategic planning in Turkish educational institutions by benchmarking the strategic plans applied in American educational organisations and supporting this data with the surveys of parent; student and teacher gratification surveys prepared by the Ministry of National Education General Directorate of Personnel Management Assessment and Development Department (YÖDGED) in 2001.After the scanning of the related literature, the techniques of Trend Extrapolation, Scenario Planning, Delphi Technique and Crawford Slip Method which are used in American educational institutions, are applied to the teachers of the school the Researcher works in order to assign the strategic team.Two staged research was done in order to gather the information of environment that the strategic team needed. In order to acquire qualitative data, the Crawford Slip Method was applied to the strategic team. According to the method, small papers were given to the strategic team in order to find out the strategic problems of the school.In the end of the process, the papers were collected, were categorized into groups and the common beliefs were written. The results of the process were declared to the group. A few days later, the same process was applied to the group in order to acquire the data of the solutions of the strategic problems.In the second stage, the surveys which the Ministry of Education wants to be applied in all schools were applied to 436 students, 393 parents and 47 teachers. The student survey has 18 sub sizes and 67 provisos, the parent survey has 16 sub sizes and 57 provisos and teacher survey has 6 sub sizes and 28 provisos. The data of surveys was analyzed and interpreted by using frequency and percentage calculations.Preparations for the strategic planning were made by investigating the documents of the social situation, budget, the historical development, the proportion of sucess, the distrubition of tasks, the folder of total quality of the school. With the data acquired from the documents and the scanning of the environment, a sample strategic planning convenient to the standards of the Ministry of Education and the American techniques of vision creating was prepared.
