Abstract (EN)

Cultural heritage has a wide definition, and it can be concrete structures that carry all kinds of information about today's humanity, and it also raises a landscape element in which production still continues today. With the change experienced by the concept of cultural heritage over the years, the content of cultural perception has also expanded, and new approaches are aimed at developing new approaches to the preservation of the cultural perspective. The "Convention for the Protection of the World Cultural and Natural Heritage" prepared by UNESCO in 1972 has been an important step in defining the cultural heritage and determining the standards for the protection of cultural heritage. Along with the convention that included the World Heritage concept and literature, the management plan was classified as a tool for the protection of cultural preservation. However, the gaining of the management plans was due to the necessity of bringing a management plan in the candidate application of UNESCO's World Heritage List. Site management plans, which started to gain ground in Turkey after the 2000s, are documents that include decisions regarding the coordination between the restrictions on the protection of cultural heritage and the sustainable use of the environment. In this study, site management plans made in protected areas, which are a very rich cultural asset in Turkey and spread over rural areas, will be examined. It is aimed to deal with the approaches of the selected area management plan to rural settlements by using both the importance of cultural perception as a local resource in rural policies and the transformation of evaluation into an approach that contributes economically and socially in policies related to cultural heritage. Rural settlements, on the other hand, should be captured along existing partitions, relations with residual sites, and planning tools for rural settlements. The contributions of field management plans as a tool within the current planning system and the decisions for rural settlements will be presented. In this direction, the site management plans, structured sites and rural settlements selected for evaluation are as follows; Aphrodisias and Geyre, Ani Ruins and Ocaklı Village, Çatalhöyük and Küçükköy, Göbeklitepe and Örencik, and Yesemek Open Air Museum and Yesemek. Evaluation will be made over the general approaches of the site management plans and the plan action fiction, which is the most important element, and a comparison will emerge over the determined criteria.
