Abstract (EN)
International organizations are one of the most important actors of international relations due to the need for improving inter-state cooperation which has been observed more frequently. Although interests of the states remain as the main determining factor in international relations. International organizations have become indispensable agent by directly affecting these interests and providing machanisms for shaping national benefits. The United Nations, which can be accepted as the most comprehensive international organizations, has emerged with the idea of establishing a more effective organization in place of the League of Nations, which proved inefficient during the inter-war period. United Nations established by the victors of the war as in the case of the League of Nations. Therefore dominant states have reached important positions in the United Nations. Privileges such as permanent membership and veto right in the Security Council, provided an advantageous position for these states which facilated the control and supervision of the organization. The privileges under discussion could be viewed as understandable under the particular circumstances of the post war period. But after a lapse of 70 years, neither the United Nations nor the World are same. In this context, based on the need for reform for the Security Council, present thesis was carried out in order to examine the content of the damands and proposals and positive and negative reactions for reform and to provide a new approach for the problem.
