Abstract (EN)
The legislator, reduces the punishment for reasons of conformity and remove the imperfection and the reasons that reduces the punishment 24 to 34. Among the articles taken together in the new No. 5237 Turkish Penal Code. This arrangement makes it difficult to understanding the law. This arrangement is incorrect in the terms of systematic. In the law the cause of this regulation is not to be connector in terms of various opinions. In our legistation law compliance reasons arranged in articles that 24, 25, 26 and 27. 28, 31, 32, 33 and 34. Articles includes items that remove the imperfection. In this thesis, the culpability and the grounds of elimination or mitigation of the culpability will be research edusing judgments of Republic of Turkey Supreme Court, the opinions of Turkish Doctrine and comparative law. I hope this work will be useful for the practitioners. Key Words: Reduces the Punishment for Reasons, Remove the imperfection and the Reasons, Cause of Regulation.
