Discretionary power of the public prosecutor and its reflections on positive law

Although the prosecutor's office exists in almost every country in the world, there are various systemic differences regarding the prosecution of crimes. Some countries, including Turkey, adopt the principle of "Compulsion to Prosecute", which is based on the idea that every crime committed must be prosecuted due to its public interest, while some other countries adopt the principle of "Prosecutorial Discretion", which gives the prosecutor wide discretionary power to determine whether there is a public interest in the prosecution of crimes. It should be noted that the difference in the system in question is closely related to the legal family to which the countries belong.
