Abstract (EN)
XIX. While entering the 19th century, the Ottoman Empire faced many problems in the scientific and cultural fields as well as in the political, administrative, economic and military fields, and serious problems arose in the basic institutions/institutions. In order to remove these problems, the state either went for the improvement of the institutions in question or built new institutions with new regulations. Especially in the process that started with the Tanzimat period, it made radical changes in terms of educational institutions and policies. Because the Tanzimat Reforms caused both great transformations in the field of thought and the construction of new institutions and organizations on the basis of this thought. Since the 19th century, reform/renewal arrangements have been made regarding education and there is the influence of the west in these arrangements. Western-influenced regulations, which first appeared in military institutions and organizations, will be decisive in the field of education as well as in all institutions and organizations of the Ottoman Empire with the Tanzimat. One of the most serious steps taken in the field of education after the Tanzimat was the establishment of the General Education Organization in 1846. Innovations and regulations in educational institutions and politics II. It can be said that it gained a new momentum during the reign of Abdülhamid. This period refers to a period in which institutions and organizations in terms of education both increased in number and became widespread in Anatolia and Rumelia outside of Istanbul. Accordingly, it is seen that a new education policy has spread to Anatolia with the changing, developing and diversifying educational institutions. It is known that educational institutions and organizations reach even the smallest units of the provincial organization. The subject of this thesis is, II. The primary education, which was an important part of the education policies of the Abdülhamid period, was within the borders of Malatya district; The construction of schools, personnel salaries, courses taught, student registration and transfers are discussed.
