Abstract (EN)

One of the most important periods of Ottoman political history is undoubtedly the Second Constitutional Period. In this period, the parliament was opened as well as the constitutional administration. Many political factions or societies were established during this period. However, it was the Committee of Union and Progress that was identified with the period. Because the way to the Constitution was opened by the Committee of Union and Progress. In 1878, after Abdülhamid suspended the constitution, he suspended the Majlis-i Mebusan indefinitely. However, the Committee of Union and Progress, which was the first organized opposition established by four medics later, expanded over time and enabled Abdülhamid to declare the Constitution again. Undoubtedly, the Albanians helped the Union and Progress Society to a considerable extent in the declaration of the Constitution for the second time. They have been involved in many political activities for the Society. The reason why the Albanians helped the Committee of Union and Progress was the idea of fulfilling some demands in the libertarian environment created by the Constitutional environment. But with the proclamation of the Constitution, the Albanians did not find what they were hoping for. The Committee of Union and Progress did not fulfill the demands of the Albanians that they wanted to be fulfilled after the declaration of the Constitution, and they also distanced the Albanians from the Government with the centralist structure they adopted. For this reason, the Albanians harshly criticized the Committee of Union and Progress in the period starting with the declaration of the Constitution. These reactions were preoccupied with the uprisings in the Albanian region and the State for a long time. In addition, the Albanian deputies in the Majlis-i Mebusan did not hesitate to criticize the Government harshly by opposing it in the parliament. In this study, we first examined the resumes of the Albanian deputies in the Majlis-i Mebusan and then their political activities both inside and outside the Assembly.
