Evaluation of the contribution to the professional development of the virtual classroom implementations which is used for improvement of the human resources (A Sample of The General Directorate of Turkish Police)

The purpose of this study was to evaluate of contribution to professional development of the virtual classroom which was used for improvement of the human resources (Sample of The Directorate General of Security). This process was evaluated 4 dimensions; (1) to use the distance learning tecnologies are necessary or not in service training, (2) to use the distance learning tecnologies may have been shown difference or not according to ?Unit?, ?Rank? and ?Education Level?, (3) taken cources from virtual class, which level satisfy the career devolopment expectancies of participants, (4) taken cources with distance learning method, which level affect of participants? personal performance.The population of the study comprises 1630 Superintendent rank and 320 2nd Class Chief Superintendent rank who were promoted to higher rank in 2006, 2007, 2008 and 2009 years in The Directorate General of Security. The working team was comprised from the population of the study which are 283 Superintendent and 77 2nd Class Chief Superintendent rank. This study is a descriptive study in the survey method. Data was collected with survey method. Qualitative data obtained during the study were analyzed with descriptive analysis method and it was interpreted as a creating proper charts and tables. Survey result was analyzed using SPSS and qualitative research was used to interpret the findings.Whereas Superintendent rank and 2nd Class Chief Superintendent rank supported to utilize of the necessity of distance learning technology, they determined regarding the courses which were taken from distance learning methods that are improved the participants? professional improvement and personal performance partly. While the distance learning of the trainees is going on, they state that their professional performance is affected precisely with adverse effect and keep having workload. It is agreed in a principle that the performance of the trainees is improved if the trainees are allowed to watch the course through the previous records in case of not being attended to the course in the virtual classroom due to some social or physical reasons. It is adopted as a view that virtual classroom gives opportunity to the persons who want to improve themselves on any field under difficult working cicumstances.Key Words: Distance Learning, Virtual Classroom, Human Resources, Professional Development, Technology Supported Police Training.
