Abstract (EN)

Ottoman Empire had listened all it's citizens complaints and never left unanswered, each complaint had been investigated and concluded. The stipulation notebooks which designed as part of complaints that was flaished to Court Humayun, do not represent the solutions which given by the local courts to the problems that came out in the countryside. It represents the solutions which given by the most authorized state organs and it's point of view. Almost all of big provinces stipulation notebooks had been kept seperately.Trabzon's Stipulation Notebooks had been kept since 1742 and ended in 1911. It was founded 8 stipulation notebooks belong to Trabzon between 1742-1911 years. In this study, ıt was investigated the judgements that was enrolled in 4th Number Trabzon's Stipulation Notebooks which was belong to Trabzon and the judgements that was sent to Trabzon. When 4th Number Trabzon's Stipulation Notebook was considered according to its including complaint subjects, accompanied by reaching very important information about Trabzon's social history of that time, it is possible to reach original informations relating to criminality and frictions such as preventing unjustifiable interference, possession extortion, land tenure destribution, money extortion, owings and receivables issues, possession transition, water or estate boundary frictions, unnecessary occupation, foundation issues. We tired to supply support to the studies that was made for Trabzon's history and to capture its social, economical, military, juridical, administrative etc. situation in our study.
