An overview of pubic private partnerships in health sector in terms of public economics: The survey of Usak

Public nature goods and services, depending on their properties, are presented to society by public economics and/or private sector. Private sector serves alone as supplier while producing and presenting public nature goods and services to the society, but in presenting some goods and services to the society it may also serve in collaboration with public economy units. It has been observed that standard presentation models couldn't be developed in presenting public nature services in public and private sector cooperation type. Public interest, public service and in which ways public service should be done in cooperation with private sector not being specified clearly in law and constitution have influence in the emergence of this result. With regard to public-private sector cooperation, public private sector partnership hasn't been established steadily in Turkey because of various judicial, economical and administrative reasons like presence of problems which arise from project selection, application and guarantees given. In time, the growth of public services in quality and quantity increased public financing requirements and because of not being able to provide the effective use of available resources, the necessity of developing and applying alternative models in presentation of public nature goods and services have increased. Depending on this requirement, in order to increase the welfare level of the society and to provide the effective use of available resources, developing and applying public private sector partnership models in Turkey have been preferred. In this context, from the 2000s to the present day, various public private sector partnership models, especially in the transport and health sectors, have started to be applied by developing. In the study, by presenting the public private sector partnership model operating principles, how the public private sector partnership in health sector is perceived by the society is aimed to be investigated. For this purpose, by giving explanations about the characteristics, production and presentation of public goods and services, the fields and models in which public private sector partnership can be provided are presented from the country examples. Subsequently, the perception of public private sector partnership by the society, which was used in health sector, is tried to be specified from the case of Uşak city. In determining the perception about public private sector partnership, survey method has been utilized. The results which were obtained from the survey applied to health workers and clients have been evaluated by analyzing in SPSS 18 program.
