Abstract (EN)
The topic of this thesis has been determined as ?Public Unions, The Problems of Public Unions In Turkey and Solution Proposals?. Accordingly, the problems of Public Unions may cause interruptions while providing public services, for both serving officers and citizens in the area of services. Turkey, where close to being a member of the European Union in these days, must implement the practices that will help to eliminate breakdowns caused by union laws and equivalent to the norms of International Labour Organization (ILO). Therefore, the basic problems of Public Unions have been reviewed and been tried to recommend solutions for removing this problems.
