The institutional image in civil service and the factors affecting the image: a survey on the institutional image perception of the Council of Higher Education through the instance of academicians

The esteem given on education and educated people is increasing day-by-day consequently. In our country, the highest rank of education is consisting of higher education institutions. The annual Examination of Higher Education Institutions (EHEI) has a crucial importance for thousands of prospective students, and, being graduated from an associate degree or undergraduate program becomes a necessity, rather than a desire in current standards. While the universities including graduate programs are so dearest and essential institutions, it is important to analyze the stances of the academicians affiliated in these universities towards the Council of Higher Education (CHE), the validity of their perceptions and manners against it in which degree, and the issue that if these perceptions and manners are positive or not. The content of this study is assessing the perceptions of the academicians against CHE. To make that in a two-stage survey, a measurement tool proved to assess the legitimacy, reliability, and practicality values, is aimed to be developed in the first step in order to detect the views of the academicians towards CHE. The first stage of the survey was conducted by using descriptive research method, whereas the second stage was done in correlational survey models, a variety of general survey models. The techniques used are questionnaire technique and scaling technique. The main concern of the study is defined to improve the specified manners of the academicians in a more positive manner and to contribute to educational values in some extent. The Developed CHE Manner Scale is applied in nationwide 20 universities and 1123 academicians in total. The data were interpreted by using SPSS 23.00, Chi Square Test, T-Test and ANOVA statistical techniques.
