Abstract (EN)
The World expected an international structure in which there were no wars, in which peace prevailed after the Cold War. However, the wars and the internal conflicts after 1990 showed that the age of peace had not yet begun. Various ethnic and religious problems, which had been set aside at the time with the arising of the ideological struggle during the Cold War, reemerged after the War. Concepts such as respect for human rights and protection of minority rights, brought along by liberal values, caused the reemergence of religious and ethnic problems overlooked during the Cold War.The Balkan Problem that took on different dimensions with the massacres in Bosnia, which began with the breakup of Yugoslavia, and with the Kosovo Problem entered the process of becoming one of the determinative points of the international system, and the powers in the core of this system rather than a regional conflict. The land of the Balkans became an area of conflict under the interests of global powers with the independence of Kosovo. It is argued that the process that began with the breakup of Yugoslavia will not come to an end with Independence of Kosovo.
