A research on the determination of the civil governors' attitudes about public performance management

Where management exists, the performance of management and employees can be mentioned. Performance practices that are tried to be implemented in some institutions in Turkey but which have not yet passed beyond being the basis for additional payment are far from addressing the dilemmas of the traditional bureaucratic structure and from the approach of public performance management. This study includes the results of the five attitude scale developed for the survey conducted with the 241 civil governors working in different positions to determine the attitudes of the civil governors, which are the top representatives of central government in the provinces, regarding public performance management. In this study, the conceptual framework, aim, importance, hypothesis, determination of sample diameter with method, analysis method and method, reliability and validity analysis with pilot application, demographic information of civil governors having participated in the survey, analysis of structural equality model of attitude scale items are involved. As a result of the research, it was evaluated that in the context of the the results of the five-point attitude scale, the perceptions of the civil governors regarding performance management in the public sector were positive and that the study emphasized the determination of the solution about augmenting necessity of service quality. According to the results of the research, the civil governors identified the most expectation of providing solutions to bureaucratic problems with the performance management system and stated that they thought the performance management system could eliminate the impoverishment of the traditional bureaucratic structure.
