Abstract (EN)

Turkey, standing at intersection of the migration ways, hosted to the people who refused to itself in various periods of time. Especially, in the period starting with the regression of Ottoman Empire, hundreds of thousands of people suffered from injustice and lawlessness migrated to Turkey. The expected peacefulness and prosperity couldn't ensure in no way at Iraq and Syria fell under the hegemony of Great Britain and France after the period starting from I. WW. Along with the invasion of Middle East, too many citizens 'especially Ottoman statesmen' migration to turkey has been started. Hundreds of thousands of people migrated to various countries of the world and tens of thousands of people migrated to Turkey, associated with the instability, injustice, distrust and inhumane administrations draw back of the aforesaid two countries from Middle East. The migrations from Syria in Hafez al-Assad era (1970-2000) and the migrations from Iraq in Saddam Hussein era (1979-2003) have a special significance. An increase in migrations has been occurred in the aforesaid eras due to the oppressive politics of Baas regime. Therefore a definite increase in the number of migrants migrated to Turkey has been occurred. Although the populations of the migrants from Iraq and Syria to Turkey consist of people from various ethnic and religious identities, the majority of them consist of Turkmens. The Turkmens subjected to intense repression, assimilation and slaughter regarded Turkey as motherland. Inhabitation of the migrated Turkmens has been materialized according to settlement law no: 2510 until the year of 1960. The law in question predicted the increase of the Turk population in the country. However by entrance into force of 1951 Geneva Convention in 1960, the Middle Eastern migrant has not been entitled as "refugee" but inhabitation of them has been continued as "free migrants". All kind of needs of the migrants has been satisfied within the bounds of possibility in accordance with humanitarian attitude. The migrants has been mostly used the international social networks while migrating in order to feel safe because these migrations characterized as "irregular migration". With this respect, the migrants has been took service from sometimes a church, a welfare organization or sometimes their kinships.
