Whenden sity of cultural researches increase, it is known that the different geographic locations which are west and east can define themselves in different cultures and also it is accepted that both of these two societes have affected themselves in the same syntheses. During the I. Petro time who is the leader of modernization efforts in Russion history, a European city is started to be established in 1703, on the margin of Baltic Sea which name is 'Petersburg' for the sake of making there the capital city instead of Moscow which have based on traditional and religious style during many centuries. The planning of whole of this city has been realized by foreign architectures and engineers who have come from England, France, Holland and Italy. In our thesis we see the similar process with 1878 Russian Invasion from the cities of Kars and Erzurum which have seen reconstruction first in Anatolia. By continuation of Westernization and modernization comprehension which is dominant in Russia, new established cities that looks like old Russian cities have not been established on Ottoman cities. This region which is like a colony far from main Russion country, has been established suitable to new comprehensive like a European style of grate planning and for this porpose foreign architectures have been used. Baltic Architecture that has came by Russions to Anatolia has been blended from many cultural syntheses. If it has been generally evaluated, frontal stylying of Russian period constructions which looks like rich and give value to visual quality by using plasters, cornices, covered with borders are not seen; only the challence is for making a movement on frontal font and break uniformity it has been orderly used frontal elements and this has been supported by intensive Stone work. Besides of these; In Baltic Architecture mostly andesite and basalt Stone is being used as construction elements of walls, thick walls, rectangle plans and generally they are constructed as one roof or dublex, and also they have glass case entrances and doors of the rooms are opening to the entrances.
