Abstract (EN)

Personal registers of the civil servants in bureaucracy is not regularly recorded during the classical age of Otoman Empire. After Gülhane Hatt-ı Hümayun, declared in 1839, reforms in bureaucracy was put into practice like in other fields. Consequently a specialization period began the administrative bodies of the state. Some adjustments were made for the employment of the civil servants during the reign of Sultan Abdulhamid II, as a result of the thriving bureaucracy. After the esteblisment of the commission of Sicill-i Ahvâl, the personal registers of the civil servants started to be recorded. And the records kept in a book by this commission named the book of Circumstance Recordings. This study analysed the cirriculum vitae of the Armenian civil servants, who were born in İstanbul, based on the Book of Circumstance Recordings in which the biographies of the Ottoman civil servants in the recent era were recorded. Apart from their administrative, legal, healt, educational, conditions, appointments, designations, salary, the punishments, received and the markers and ranks of the civil servants were set forth.
