The effect of e-government applications on the improvement of administration and welfare in the context of the standard cost model

The expectations of citizens and businesses from the administration may vary from time to time. Nowadays, the effective and efficient use of resources by the administration, and the provision of services on time and as soon as possible are the most important expectation. E-government applications serve to this basic purpose. Moreover, it is possible that e-government accelerates the decision-making processes, saves time and money in administration levels, and contributes to the satisfaction of the citizens who receive the service. Administrative burdens imposed by the legislation can be calculated by the standard cost model which is a quantitative method. It is thought that using the administrative burdens calculated with the standard cost model as data in the e-government services will contribute to the improvement of governance and simplification of service processes. As a result, reducing administrative burdens is expected to positively affect both individual and social welfare. In this thesis, it is aimed to define the relationship between the concepts of standard cost model, e-government, bureaucracy, administrative simplification, and administrative burden, as well as the benefits they offer to the administration by comparing them with the examples of different countries. In addition, the effects of e-government applications on the improvement of administration and welfare have been examined. In this context, applied and implemented administrative simplification efforts in Turkey are also discussed, and the relationship between e-government and welfare is examined in an empirical analysis. As a result of this analysis, it has been concluded that e-government positively affects the welfare levels of nations. Accordingly, in the regression model in which 165 countries are included, it has been obtained that an increase of 0.01 points in the level of e-government development will increase the welfare level by approximately 0.31 points
