Abstract (EN)
It has been about 150 years that municipality organization is introduced to the Turkish administrative structure. In the half of this period, it was impossible to make a municipality tradition because of the collapse progress that Ottoman Empire experienced and establishment problems in the early years of Turkish Republic. Municipality constructions which were constituted in the period of both Ottoman Empire and Turkish Republic aimed to protect the authority of central administration in the provinces and to guard the enterprises of Opposition at the local level. This aim has been efficient in terms of the constitution of basic characteristics of municipality tradition made by old Municipality Law numbered 1580 which is the most important law of Turkish Municipality. Under central administration guardianship, this characteristic can be summarized as a municipality tradition that aims to enable the efficiency of more service. As the time passed, this municipality system couldn?t serve the need because of the developments experienced in the field of social, political, economical and the administrational understanding, and demands and discussions about the reconstruction of municipality system have been told in every platform. Owing to these discussions that started after the planned period, a lot of reports or law outlines have been opened to discussion and shared with public. But until 2004 an arrangement at the level of reform about local administration system couldn?t be done.Local administration reform in Turkey has always been on the agenda since the 2nd World War. It has been essential that the local administration reform should be considered together with general public management reform, which is parallel to the developments that happen on the understanding of economy, politics, democracy, administrative understanding in the world and our local administration system that can?t serve the need. In this way, enterprises about local administration reform made in Turkey until 2004 either were sacrificed to superficial studies or stayed theoretically. The main aim of this study is to determine final aim of municipality reform done in 2004 and the availability of solutions to the essential problems that show the reform need in municipality system because until now there has been public consensus and demand about local administration reform but no development. In this way, the following questions have been considered to be answered in the study:-How has the Turkish municipality system changed in the historical development progress?-What are the effects of studies about reconstruction of municipality in Turkey in the 2004 municipality reform?-What are the basic dynamics that reveal the 2004 municipality reform?-What are the arrangements made about solving the basic problems in municipality system by the study of reform?-How is the reform appliers? approach to municipality reform?-What are the problems that should be solved in spite of reform?The study that looks for the answers of these questions has been tried to be concrete by the field study that is going to be made about the evaluation of statistical data.
