Abstract (EN)
Focusing on the experiences and opinions of Syrian adults under temporary protection living in Turkey regarding the educational practices they participate in, this study is a qualitative study with a phenomenological design. The update of the legislation on foreigners after the Syrian migration, the services provided to Syrians by MoNE and other institutions, the adult education programs attended by Syrian adults, and the quantitative data on their participation were discussed. Within the scope of the research, semi-structured interviews were conducted with a total of fifty-six Syrian adults, twenty-eight women and twenty-eight men, and the experiences and opinions of the interviewees regarding the adult education programs they participated in were included. Interview data were analyzed through thematic analysis in line with the research sub-objectives. The themes that emerged in the research are ''Awareness of Fundamental Rights, Awareness of the Right to Education, Opinions on the Benefits of the Training Programs they attended, Access to Basic Public Services, Opinions on Institutions Providing Services to Syrian Refugees, Reasons for Participation in Adult Education, Barriers to Participation in Adult Education, The following are listed: How They Became Aware of Adult Education Programs, Their Evaluations of the Adult Education Programs They Participated in, Opinions on the Contribution of Education Programs to Their Social Relationships and Discrimination Practices, How the Education Programs Met Their Expectations, and Opinions on the Contribution of Learning Experiences in Syria to the New Education Process. The study concluded that administrative measures, especially MoNE legislation, have been taken for post-migration education, but there are problems in implementation, and that education for adults lags behind formal education services in terms of priority. It was concluded that while the total number of Syrian adults who participated in MoNE adult education programs between 2014-2020 was 807.195, 489.434 of them did not complete the adult education courses (60.63%) and did not receive certificates. While the total number of Syrian adults who participated in literacy and Turkish language trainings was 322.931 people, 192.196 people were successful and entitled to receive certificates, and it was concluded that participation in courses for Syrian adults is not at the desired level. In the context of the themes, it has been concluded that the majority of the participants superficially know the right to education and health when it comes to fundamental rights, they understand formal education when it comes to the right to education, all of the participants understand access to public health services when it comes to access to basic services, they cannot communicate due to language problems in accessing services, they are exposed to discrimination and exclusion practices by members of the host community, and female participants are more exposed to marginalizing treatments. The interviewees, who mostly applied to adult education programs to learn Turkish, listed their other purposes of participation under the headings of communication/work and professional reasons/children's education. Barriers to participation in adult education were also mentioned under the headings of work/economic situation/health and childcare-family-related barriers. Syrian adult asylum-seekers emphasized that their previous learning experiences were not useful for them in Turkey and that being included in the process of recognition and certification of their previous learning experiences by MoNE would be effective in their social cohesion and participation in the labor market. It was concluded that MoNE should carry out the social cohesion process in a more coordinated manner, adult education programs should be made more widespread, new strategies should be developed to carry out adult education programs more qualitatively by focusing on Turkish language training, which is one of the biggest obstacles to social cohesion, and to increase course participation rates.
