The evaluation of achieving the educational objectives within the scope of the strategic plan of Ministry of National Education in Turkey: An application in Trabzon Ortahisar district

With this research, it is aimed to examine the extent of achieving educational objectives within the scope of the strategic plan of ministry of national education and make suggestions. The universe of this study consisted of 402 educators. The sample consisted of 266 educators taking office in the team of strategic planning and coordination between 2010 and 2014 in official schools and institutions in Trabzon, Ortahisar district. To determine the opinions of educators working in Ortahisar, a questionnaire including 20 items related to sub-dimensions within the strategic plan and personal information was developed and applied after providing validity and reliability. The sample adequacy was perfect with 0.949.The variance of the questionnaire gives 75.241 percent of the total. As cronbach's alpha is over 0.7, the scale is reliable. Data analysis was performed with SPSS 21.0 program and the results were evaluated with the extent of 95 percent of reliability. In the analysis, it was clearly seen that most of the educators participating in strategic planning studies and making contributions in their institutions were teachers and half of them didn't take strategic planning education. Considering the extent of achieving educational objectives in the strategic plan of ministry of national education, the participants expressed their opinions "Neutral" and "strongly agree" in terms of the scale reaching the objectives, evaluations of applying strategic plan, corporate identity, the factors of competence in strategic plan. Moreover, the common perception related to the extent of achieving educational objectives was on the scale of "definitely agree" In terms of sub-factors, the fact that the institution chef always supports the process of preparing and applying strategic plan was agreed strongly but it was agreed at minimum that our school or institution gets enough guidance and counseling service in preparing and evaluating strategic plan. According to gender factor, the strategic plan applications were significantly different in respect to dimensions. Men, compared to women, found more adequate in applications belonging to strategic plan scales. In terms of the factor of taking strategic plan education, the dimension of reaching the objectives has statistically significant difference. The ones taking strategic plan education, compared to the others who don't, find adequate in reaching the objectives. It is the same as the ones taking education with the dimensions of corporate identity and strategic plan applications. To develop the extent of preparing, applying and evaluating strategic plan and educational targets in our schools and institutions, executives should be encouraged to take contributions of shareholders in all applications related to strategic management process. The research-development units within provincial directorates of national education should be guided effectively by the ministry. Moreover, the research-development teams should be encouraged to put the experience and applications developed on their own into practice
