Abstract (EN)

Universities are educational institutions that have a respectable place in society and contribute to social development. Universities play an important role in the development of societies today. Universities are educational institutions that raise human capital, which is the source of knowledge, and prepare it for the labor market. Universities are not only places where knowledge is produced, but also places where knowledge is commercialized. Education and scientific research functions in universities are carried out in an integrated manner. Scientific research is one of the most basic functions of universities. Producing science and technology is the result of scientific research. Today, the welfare levels of societies increase in direct proportion to the information and technology they produce. In today's information age, it is an undeniable fact that countries that attach great importance to technology and R&D and allocate great resources to R&D activities have a high level of development. The biggest reason for the success of developed countries is that they determine science and technology policies starting from an early period and apply them consistently. R & D activities in Turkey determined by government policy as TUBITAK established in 1963 and began to be supported. As a result of the importance given to R&D, dependence on foreign technology will decrease and science and technology will come to the fore as the most important factor in the development of countries.
