Abstract (EN)

Ahkâm Defters are among the books kept in Divan-ı Hümayun like "Mühimme, Tahvil and Ruûs Defters". In case the people or ruler cannot solve the problems they face in society, their complaints were sent to the center and the decisions taken in line with the solutions produced here were recorded in the Court of Accounts. In addition, Ahkâm Defters are a natural light source for researchers to understand and interpret the conditions of the era. In other words, the economic, social and political problems in society and the underlying causes of these problems can be more easily understood if the provisions in the books are categorized among themselves. The state of turmoil caused by the economic problems and complaints of the state is reflected in the court defters. Therefore, the contents of the increasing complaints helped us to understand the society and to understand the effects of the complexity on the crime rate and gave us key information about the period. In addition, important individuals and families living in the region, the name of the settlement units that have been forgotten or changed today and the status of the works that can not be reached / can not be used in the mentioned books can be used. At the same time, Ahkâm Defters are among the examples that can be used to make a new topic for researchers. Therefore, these defters are considered as the sources that will open the door to new topics for researchers. In fact, by increasing the works to be carried out from the mentioned defters group, the political, social and economic problems of the societies in the cities can be revealed as the product of these studies. The main purpose of this study was the transcription and evaluation of the 131-212. page intervals of Erzurum No. 1 Ahkâm Defters. century to give information about the structure and to evaluate the problems of society in that period. This study consists of four chapters. In the first chapter, the definition and evaluation of the concept of Ahkâm and the content of Ahkâm Defters are made. In the second chapter, the formal characteristics of Erzurum No. 1 Ahkâm Defters are discussed and the contents of the book are evaluated. In the third part, the classification and summary of the transcribed provisions are presented. Finally, in the fourth chapter, transcriptions of the provisions in the 131-212. pages of the defters are given and a general evaluation is made. The annexes section contains the original provisions. The words that cannot be read in the transcription section are expressed as "…". The words which cannot be confirmed even though they are read are shown as "? and () is used for the places where there is a space in the defters.
