Abstract (EN)

This study analyzes the dynamics of proxy wars that have emerged in Libya since the Arab Spring, focusing on the role of General Khalifa Haftar as a central figure in these conflicts. Following the overthrow of Muammar Gaddafi in 2011, the resulting power vacuum led to intense struggles among local groups and paved the way for interventions by regional and global actors. In this context, Haftar has become a prominent figure in eastern Libya, assuming both military and political leadership. The research examines Haftar's impact on the domestic balance of power and evaluates the local and international dimensions of the proxy war. It also discusses the interventions of external actors such as Turkey, the United Arab Emirates, Egypt, France, Russia, and the United States in Libya. The study argues that proxy wars are one of the main obstacles to a lasting political solution in Libya, with Khalifa Haftar playing a critical role in this multi-actor struggle. Ultimately, this study aims to offer a unique perspective on why the Libyan crisis has become chronic and explores potential pathways to resolution.
