In this thesis, global climate change and the efforts to fight it in the global arena, in the European Union and in Turkey are discussed. Climate change is a global problem that will affect the life of all living things in the long run. The most important reason for climate change has been greenhouse gas emissions, which increased after the Industrial Revolution. States are working to reduce greenhouse gas emissions both nationally and internationally. Especially the European Union has always been very sensitive to this issue and has played a leading role in the global arena. In this study, the steps taken by the European Union in the context of combating climate change, the policies established in the transition to a low carbon economy and especially the European Green Deal, signed in 2019, are examined. The European Union has been working intensively towards the low carbon economy target. This goal aims to help the European Union fight climate change by reducing greenhouse gas emissions, increasing energy efficiency and promoting the use of renewable energy sources. The European Green Deal is a roadmap in this direction. Within the scope of the European Green Deal, the EU has been establishing practices aimed at ensuring the transition to a low carbon economy not only within the European Union, but also in its neighbors and other parts of the world. In this context, in this thesis, it is aimed to evaluate the threats and opportunities for Turkey posed by the EU's transition process to a low carbon economy and especially the practices and laws created within the scope of the Green Deal..
