The Judgement Of Minister Of Education, Emrullah Effendi, Upon The Corruption Claim (1893-1908)

With all his contributions to the education system, the minister of education, Emrullah Effendi (1910-1912), who was a leading figure in the second constitutional period, had worked as a manager of the local education systems of Yanya, Selanik, Haleb and Aydın until he was appointed as the minister of education. This study focuses on the trial period (1892-1893) when he was the manager of the education system in Aydın based on the court documents of „Shuara-i Dawlah‟. The claims that Emrullah Effendi took some money from the education funding budget in order to go to Europe with the Journalist Tevfik Nevzad and the Lawyer Güzel Hasan while he was the manager of education in Aydın are at the core of this study. The ones who were included in the case were interrogated and questioned strictly just like Emrullah Effendi was, and for what reasons these people were accused are tried to be answered in this study. It is indicated that the defenses of the most prominent ones among these people were recorded after their statements were listened. Education Manager Emrullah Effendi and the Accountant of the Education system, Mustafa Şükrü Efendi appear to be the two important figures at the center of this case who gave their defenses after their statements, as well. From which processes an officer who was claimed to have committed corruption (sirkat) against the Ottoman judicial system went through, how he was put into trial and how the final decision was given about him will be revealed in this thesis through the example case of Emrullah Effendi.
